The name are a little average, but since they aren't see essential to the story, that's ok. I like how you added a family friend!

Ok! People always seem to have Hybrids, so a purebred is a nice change.

Rank » Commoner. Working to become a travelling merchant. (River and Angler used to be fishermen; Loch was a guard for the normal hatchery.)
Ok! I like that he's not some guard or something. A traveling merchant is pretty cool!

Appearance » Dark green scales with a pastel green underbelly. Pastel green glow-in-the-dark stripes. Horns, teeth, and claws are white. All webbing (fins and claws) and the underside of his wings are white. Eyes are pastel green. Tongue is white.
Very nice! The appearance is very unique the white is a nice touch, but it screams IceWing to me since SeaWings are usually darker blues and greens.

Abilities » Can breath underwater and see in the dark. Amazing swimmer and runner.
Ok the swimming I can see but the running? SeaWings are more built for water than land

Strengths » Extremely charismatic. Agile in the water and on land. A skilled hunter, and knows the basic survival skills.
Again, SeaWings are more built for water. Everything else is fine, but the fact that he's a pure SeaWing and not a hybrid makes me think he'd be more graceful in water and not on land.

Personality » Extroverted. Always up for meeting new dragons and making friends. Friendly and sweet. A little shy around the "meaner" tribes (Skywings, Icewings, Sandwings, etc.) Completely shuts down around Nightwings. He's gullible and easily manipulated. Honest. Caring and compassionate. Generous. Motherly around those younger than him. Trustworthy. Bold and courageous if needed.
Nice! It seems the only tribe he's really ok with is MudWings, SeaWings, and RainWings Which makes sense since he's a SeaWing and has been living with MudWings. I feel the bold and courageous when needed doesn't fit his personality very well. Even if it is when needed. But I see how it would be like his "motherly instincts" kicking in.

Backstory » During the attack on the summer palace, his mother rushed to get his egg from the hatchery, praying that her egg was safe. Her husband wasn't there; he was in the air, helping fight off the army that had surrounded the palace. However, she ran into Angler on the way out, who told her to get away from the palace as fast as she could. He promised that he and Loch would catch up as soon as possible. River did as she was told.
She flew, and flew, and flew, for what felt like years, until finally, she stopped. Between the borders of the Mudwing Kingdom and the Rainforest Kingdom, she found a large cave, near a fast flowing river. She decided she'd wait there.
What she didn't know was that a Mudwing Patrol had seen her from afar. A group of seven siblings, all male, led by their Bigwings: Pelican. At this time, their orders were to slaughter every Seawing that dared come to their territory.  This female was no different. Pelican sent the second eldest, Delta, to do the grim deed. River's egg had hatched that night, one month earlier than normal. The dragonet inside was malformed and ill. She feared he wouldn't make it through the night.
Delta, wanting to please his siblings and most importantly, Pelican, quietly snuck into the cave. When River saw him, she started to beg and plead, explaining her situation. Sure, she was loyal to Queen Coral, but right now, she could care less. All she wanted was for her son to live. She wanted to see him grow up.
Delta listened with a hint of pity. Eventually, she won him over. He called in all of his other siblings, retelling them what River had told him minutes earlier. Pelican agreed that it would be wrong to kill her, especially with a newborn dragonet under her care. They told Redtail, the youngest, to try and heal the young dragon; he was highly skilled in medicine. Fern, the middle child, started to tend to any wounds River herself had.
The Mudwing siblings managed to save Winlock. They went back home, all except for Delta, and told Queen Moorhen what had happened. They came up with a small treaty that put the siblings protection over the two Seawings. No Mudwing would lay a claw on the two. In return, however, River had to supply the Queen with fish. A small price to pay. The Mudwing siblings basically became Winlock's family. He viewed them as his brothers, and had even started to believe that he was just a weird looking Mudwing himself. They had evened assigned him the Mudwing nickname of "Swamp", due to him being dark green.
When Winlock was ten, he figured it was time to finally say goodbye. Not forever, of course, but he had a mission of his own. He wanted to find out what happened to his father and uncle.
His mother and friends said goodbye, and Pelican told him of a place to start: Possibility. The Mudwing gave him a map and supplies, and Winlock set off on foot.
At Possibility, Winlock met a rather snappy Sandwing by the name of Nyx. Nyx was your typical loner and he was bit scary looking. The Sandwing didn't want to be friends with Winlock, and he stated this almost immediately. But Winlock wasn't going to give up that easily. He managed to befriend Nyx and convinced him to join him on his mission.
Ok so the story as a few cliche aspects. The mom gets captured and has to beg to save her life. She survives and raises her dragon in the MudWing Kingdom. Then he goes on an adventure and so on. The story seems very developed but still pretty cliche. I see a lot of backstory similar to this on often. I do like some aspects like how he was born early and started to fit in with the Mudwings. I also have a pet peeve with people using the canon characters. (If it's thousands of years later and you mention like the great queens of the past or a canon character that is dead, Thats a different story) I think it makes the story seem less "real". It can also lead to contradicting plot points that can become confusing. In my opinion steering clear of canon characters is just better for everyone. is Overall I actually like this backstory, but it's just the small details that get me.
