Under the river that runs around the River League's territory is a base. You enter through a tunnel on the shore. When you are in, if you look up, you will see the water held up by magic-the purple magic pillars spreading across the water's bottom. The dens are not under the river as they are under the shore for privacy. The training area is a bit farther from the shore, but within a bit of walking.
